| Engineers Nominated By American Society of Civil Engineers Elba Alicia Urbina Hamilton Elba Alicia Urbina Hamilton, a civil engineer for Aillet, Fenner, Jolly & McClelland, Inc. in Shreveport, Louisiana, is an expert in the field of hurricane evacuation. Hamilton conducted a national review of hurricane evacuation plans and practices, including both a review of transportation literature and a survey of the Department of Transportation, state and local emergency management officials and law enforcement officials in the eighteen at-risk coastal states threatened by hurricanes. The findings of her research have been published in several journals including American Society of Civil Engineer’s Natural Hazards Review and Transportation Research. Katherine McLeod, P.E., a water resources engineer for Manhard Consulting, Ltd. in Smyrna, Georgia, designs ponds, wetlands, bioretention areas, and stream restoration projects. McLeod works with both large and small metro-Atlanta municipalities, helping develop storm water management programs to implement the Clean Water Act and improve their watersheds. In addition to her busy career, McLeod serves as the Younger Member Group Chair for the Georgia section of the American Society of Civil Engineers, the President of the Georgia section of the American Water Resources Association, and is Treasurer for the Georgia Engineering Foundation, a philanthropic/scholarship organization that awards over $45,000 in scholarships annually to engineering students in Georgia. kmcleod@manhard.com Colin T. Miller, P.E. Colin T. Miller, P.E., a civil engineer, works for Storm Water Resources of Florida, LC a Tampa, Florida, based firm that specializes in water resource engineering. Miller functions in many capacities in his small firm. As the firm’s computer services administrator he has designed, installed and manages the company’s computer network and internet firewall. Using both his technical and management skills, Miller works with clients as a generalist-engineer. In addition to his primary duties, Miller is pursuing his Masters degree and is a varsity high school football coach. He is a member of the American Society of Civil Engineers. ctmiller@swrf.net Christina M. Quiroz, EIT Christina M. Quiroz, EIT, a staff engineer for Holzmacher, McLendon & Murrell, P.C. (H2M), in Melville, New York, joined the firm after graduating from Manhattan College. Quiroz is involved in a wide array of projects ranging from site, roadway and drainage designs to the preparation of engineering drawings, reports, specifications, construction administration and cost estimates for many different public and private sector clients.
