Engineers Nominated By the U.S. Army Corps of Engineers
William Harris IV
William “Gabe” Harris IV, a civil engineer for the U.S. Army Corps of Engineers in Vicksburg, Mississippi, designs civil works water resources flood control projects along the lower Mississippi Valley.
Harris has developed an expertise at the Vicksburg District for performing land-use calculations using Geographic Information Systems (GIS) mapping data to determine environmental impacts within project construction limits. These calculations are then used to assess whether mitigation measures should be undertaken to offset project impacts. Most recently, Mr. Harris’s efforts were a significant factor in the completion of the designs of three multi-million dollar projects that will provide significant flood protection to the people and lands of Louisiana and Mississippi.
Harris is an active member of the Society of American Military Engineers and serves as a team member at the annual engineering and construction camps. He was nominated in the category of “Most Promising Young Engineer” for the 2005 Black Engineer of the Year Awards and was selected to represent the Corps of Engineers nationally. Harris was also recognized as a young technology leader in the March/April 2002 issue of U.S. Black Engineer Information Technology Magazine.

Janet Lane, EIT
Janet Lane, EIT, is a newly graduated structural engineer for the U.S. Army Corps of Engineers in Buffalo, New York.
Lane’s most noteworthy project was her role as design engineer on the Hospice of Western Reserve Project in Cleveland, Ohio. The project consisted of a stone revetment to protect the hospice facility from shoreline erosion and several betterments that included a concrete promenade, overlook area, and handicap ramp to provide viewing of the lake by terminally ill patients. In her role of project engineer for the construction phase, Lane provided a seamless transition between design and construction.

Michelle Moore
Michelle Moore, a civil engineer for the U.S. Army Corps of Engineers in Vicksburg, Mississippi, has taken the lead in the design of reinforced concrete structures, pre-cast concrete structures, and riser pipes used to prevent the migration of eroding streambeds within the Delta Headwaters Project system.
Moore is active in the local chapter of the Society of American Military Engineers (SAME), where she serves as publicity co-chair responsible for the chapter’s newsletter and photographs used in promotional opportunities. She is active in the SAME Engineering Camp, volunteering her time as a camp counselor guiding the campers in engineering related activities. She is also a charter member of the local chapter for the Society of Women Engineers.

Ryan J. Otto
Ryan J. Otto, a civil engineer for the U.S. Army Corps of Engineers in Grand Forks, North Dakota, provides design expertise to aid in federal flood control projects.
Otto works as a project engineer on three federal flood control projects worth more than $24 million dollars. These projects, completed less than ten years after the devastating floods which caused over one billion dollars in damage to the area, will protect the communities of 75,000 residents from another similar event. As a result of Otto’s identification and correction of several design shortfalls throughout the projects, FEMA made a declaration that the downtown area be certified to the 100- year flood level, effectively removing it from the floodplain.
Otto has given numerous talks at various universities, civic groups and non-profit organizations. Otto also deployed to Florida to assist in disaster recovery following hurricanes Charley, Ivan and Jeanne.
