Engineers Make a World of Difference

Engineers Nominated By US Air Force-Office of the Civil Engineer

First Lieutenant Frederick H. ThomasFirst Lieutenant Frederick H. Thomas

First Lieutenant Frederick H. Thomas, a Deputy Base Civil Engineer for the 130th Civil Engineer Squadron of the West Virginia Air National Guard, is responsible for new construction and renovation at the base.

While working for Potesta and Associates of Charleston, West Virginia, Thomas was responsible for the construction inspection of both industrial and municipal landfills. He also worked on the remedial design of abandoned and closed landfills. Currently, he is a supervisory engineer with the Air National Guard and helps to administer $300,000 in maintenance construction and an additional $3 million in new construction. Due to world events, Thomas recently acted as the West Virginia Army National Guard Construction Manager while members of that organization were deployed. While assigned to the Facility Maintenance Office of the Army National Guard Thomas was directly responsible for approximately $50 million in new construction. He received a Meritorious Service Award for his efforts. In 2003, he earned his Professional Engineers License.

Captain Paul BrennerCaptain Paul Brenner

Captain Paul Brenner, a civil engineer and Air Force Reserve Officer, is responsible for the training of 136 airmen and the successful completion of international design and construction projects.

While at Ohio State University, Brenner worked on a Department of Energy contract and was the source author for a paper that focused on the complex nature of intermetallics for high performance applications such as jet engine turbine blades. He is active in Youth to Youth International, a drug abuse prevention program.

Captain Andrew J. SheehanCaptain Andrew J. Sheehan

Captain Andrew J. Sheehan, an engineer and Air Force Readiness Flight Commander, played a critical role in operation ENDURING FREEDOM as Chief of Airfields at Bagram, Afghanistan.

Sheehan served as the single point of contact for all combat-zone airfield design, maintenance, and repair ensuring 11 airfields were 100% operational. He led a team to survey four Assault Landing Zones for potential use as forward operating bases. His team's comprehensive feasibility study drove planner's final site selection, accelerated coalition forces deployment in Eastern Afghanistan, and set the stage for the reconstruction of infrastructure nationwide. Sheehan negotiated with local land owners, contracted to lease land, and provided technical direction to Army engineers to site a new 4,000-foot soil surface landing strip in record time; only thirty days after initial siting, the first sorties landed at the new airfield!

Captain Kevin P. GolartCaptain Kevin P. Golart

Captain Kevin P. Golart, an Engineering Officer and Project Manager for the Air Force 65th Civil Engineer Squadron, maintains the runway and more than 400 administrative, industrial, and residential facilities to support personnel at Lajes Air Base, a critical remote refueling station located in the Azores, Portugal.

Golart oversaw construction efforts at Ganci Air Base, Kyrgyzstan, the first air base built by coalition engineers in the former Soviet Union. Some $30 million of bare base assets were installed in under 14 days to complete the 2,200-person tent city supporting forces from eight countries during Operation ENDURING FREEDOM.

First Lieutenant Joseph G. OlsenFirst Lieutenant Joseph G. Olsen

First Lieutenant Joseph G. Olsen, chief maintenance engineer with the 9th Civil Engineer Squadron, engineered vital roof repairs during a 90 mile-per-hour windstorm. Olsen served as lead engineer for the $30 million airfield reconstruction at Mountain Home Air Force Base, Idaho, bringing the project in ahead of schedule and under budget. As lead Anti-Terrorism Officer at Beale Air Force Base, Olsen designed a large vehicle bomb search area that he integrated with base access gates. He also designed and secured fencing to increase blast mitigation. Olsen volunteers two weekends a month to

provide field-training to airfield pavement repair crews in the latest pavement repair techniques. His mentorship helps ensure flight-safety by removing hazardous conditions.
